Where this list came from

The source, and how we filtered it

Source Indian Entities Recognized by and Eligible To Receive Services From the United States Bureau of Indian Affairs, with the BIA Tribal Leaders Directory, Bureau of Indian Affairs, US Department of the Interior (2026-01-30)
LicenseWorks of the United States federal government. Not subject to domestic copyright (17 U.S.C. § 105). Where a website came from the CISA registry (public domain) or Wikidata (CC0 1.0) the row says so.
How we filtered itThe roster is the entries of the Federal Register notice of 2026-01-30 (91 FR 4102, FR Doc 2026-01899): 348 entities in the contiguous states and 229 lines for Alaska, 577 lines in all. Four Alaska lines only say 'see' another entry (Arctic Village, the Village of Venetie, St. George Island and the Aleut Community of St. Paul Island are the Native Village of Venetie Tribal Government and the Pribilof Islands Aleut Communities of St. Paul & St. George Islands), so they are not separate governments and are left out, which leaves 573. The address is the `website` field of the same entity in the BIA Tribal Leaders Directory (the BIA's own feature service, last edited 2026-10-09), joined on the entity's name. An address that sits on a page of a site that serves several tribes (Tanana Chiefs Conference alone is the 'website' of twenty-five villages), a social or hosting platform, or a body that is not the tribe, is not the tribe's website and is not used; the row then takes a registry .gov domain or a Wikidata website that matches the tribe's name, and otherwise stays, blank, with the reason.
Instead ofNCAI's tribal directory, which is not machine-readable or freely licensed, and Wikipedia's list of tribes, which is a compilation of the same notice.

The filtering is ours and is disclosed as ours. The source published a list; the decision about which rows of it belong in a cohort was a judgment call, and it is written down so somebody can disagree with it.

The mean share of each dimension’s available points that this cohort earned. Low here means the whole sector is weak on it, not that one site dragged an average down. The per-site spread is in the dataset.

How much of each site we read

The cap is 32 URLs and it is a ceiling, not a promise. A portal whose every link points at a different host yields one page; a university yields the full sample. The median here is 11, the range 1–32, published so that "we sampled 32 URLs per site" cannot become a claim the data does not support.

3 sites in this cohort served a certificate we could not verify. They were read anyway and scored normally, because reporting no response for a site every browser loads would describe our TLS stack rather than the site, and each one carries the finding in its row.

Every site

Every 573, named, with a report for each

Whether or not it has been scanned. Rows with no website on record, sites that were unreachable and sites that turned us away stay in the table with the reason on them, and none of them enters an average: dropping them would shrink the population to the part that was easy to measure. A few points between two neighbors is noise. The box filters every row in the cohort, not only the page you are on; click a header to sort the rows on this page by name or by score.
